The panel also noted an ambitious expansion campaign in recent years at Peconic Bay Medical Center that has dramatically improved healthcare options in Riverhead.<\/p>\n\n\n\n<p>But Riverhead\u2019s growing concentration of affordable housing \u2014 as well as homeless shelters and sober houses \u2014 is taxing the school district, the police department and other vital government services.<\/p>\n\n\n\n<p>Officials said the town\u2019s planning department is busy devising new ways to preserve farmland and open space without raising taxes, a campaign that will require compromise \u2014 possibly including the revival of a highly-unpopular proposal to rezone land north of Sound Avenue for &#8220;agri-tourism&#8221; resorts. Meanwhile, rising property values and high interest rates are prompting an increase in the number of second home owners, undermining Riverhead\u2019s history as the East End\u2019s most year-round, working-class community.<\/p>\n\n\n\n<p><strong>Town Square<\/strong><\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile has-background\" style=\"background-color:#ededed\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Tim-Hubbard-B-1024x683.jpg\" alt=\"\" class=\"wp-image-123006 size-full\" srcset=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Tim-Hubbard-B-1024x683.jpg 1024w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Tim-Hubbard-B-300x200.jpg 300w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Tim-Hubbard-B-768x512.jpg 768w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Tim-Hubbard-B.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>Describing it as a \u201cdream that\u2019s now coming to reality,\u201d Riverhead Town Supervisor Tim Hubbard said that after years of planning, grants and public hearings, construction on the first phase of the <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/07\/121264\/riverhead-town-square-and-riverfront-park-plans-spur-debate\/\" target=\"_blank\" rel=\"noreferrer noopener\">town square<\/a> project is expected to begin next year.<\/p>\n<\/div><\/div>\n\n\n\n<p>\u201cWe are truly anticipating having shovels in the ground by late summer next year, and that\u2019s when everything is going to come to fruition,&#8221; Mr. Hubbard said. &#8220;When that happens \u2026 businesses downtown are just going to prosper, because the town square will be programmed [with events]. You\u2019re going to have people around most evenings for different events and functions, and everybody\u2019s going to benefit from that.\u201d<\/p>\n\n\n\n<p>Mr. Hubbard also said that a key component of the town square\u2019s success will be more <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/04\/119924\/165-unit-riverhead-apartment-project-gets-tax-breaks\/\" target=\"_blank\" rel=\"noreferrer noopener\">market-rate<\/a> downtown housing.<\/p>\n\n\n\n<p>\u201cMarket rate apartments have people that have cash in their wallet after they pay the rent, and they can then go down and service the establishments. So that\u2019s the plan, and we\u2019re really, really close to it, and really excited.\u201d<\/p>\n\n\n\n<p>In conjunction with the town square project, town officials are working on a new parking garage behind The Suffolk theater, since the new town square will displace some existing downtown parking. The supervisor also said plans are underway for <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/10\/122560\/riverhead-paid-parking-plan-postponed-for-review\/\" target=\"_blank\" rel=\"noreferrer noopener\">paid parking<\/a> downtown, and that Riverhead will be doing a \u201ctrial run soon.\u201d<\/p>\n\n\n\n<p><strong>Affordable Housing<\/strong><\/p>\n\n\n\n<p>Mr. Hubbard said that Riverhead continues to build more affordable housing, even though the town is already home to more workforce housing than all of the other four East End towns combined. Mr. Hubbard called on his counterparts in East Hampton, Southampton, Southold and Shelter Island to step up and do their parts in fighting the affordable housing crisis.<\/p>\n\n\n\n<p>\u201cWe would like to see more affordable housing out east, where the workers can actually afford to live in the town where they\u2019re working.\u201d<\/p>\n\n\n\n<p>Southampton\u2019s <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/08\/121840\/riverhead-suing-southampton-over-riverside-development-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Riverside revitalization<\/a> is expected to include hundreds of new affordable units, but Riverhead officials say those new units, in a community largely serviced by Riverhead, will further strain the Riverhead Central School District and other government services like the police.<\/p>\n\n\n\n<p>Mr. Hubbard said that construction on new affordable housing and a community center on the grounds of the First Baptist Church on Northville Turnpike could begin as soon as next year.<\/p>\n\n\n\n<p><strong>Hospital Expansion<\/strong><\/p>\n\n\n\n<p>Peconic Bay Medical Center executive director Amy Loeb said that the ability to offer high-quality healthcare to the Riverhead community has dramatically improved since the medical center merged with Northwell Health in 2016, and that now more medical center employees are locals.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile has-background\" style=\"background-color:#ededed\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Amy-Loeb-A-1024x683.jpg\" alt=\"\" class=\"wp-image-123007 size-full\" srcset=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Amy-Loeb-A-1024x683.jpg 1024w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Amy-Loeb-A-300x200.jpg 300w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Amy-Loeb-A-768x512.jpg 768w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Amy-Loeb-A.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>\u201cIf someone has a cancer diagnosis or a stroke, they should not have to leave their community [for treatment], because outcomes are impacted by that.\u201d<\/p>\n<\/div><\/div>\n\n\n\n<p>The executive director said that expansion plans continue, including new designs for the upcoming <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/07\/121195\/center-for-women-and-infants-at-pbmc-received-10-million-boost\/\" target=\"_blank\" rel=\"noreferrer noopener\">Emilie Roy Corey Center for Women and Infants<\/a>. Ms. Loeb said the expansion has turned the medical center into a \u201cmagnet\u201d for local hires, including Riverhead high school graduates, and that the majority of hospital employees \u2014 about 60% \u2014 live here.<\/p>\n\n\n\n<p>\u201cThat is something that is special about <a href=\"https:\/\/www.pbmchealth.org\/news-events\" target=\"_blank\" rel=\"noreferrer noopener\">Peconic Bay Medical Center<\/a>, is most of the people who work there, live there and are taking care of their friends, families and loved ones.\u201d<\/p>\n\n\n\n<p>The hospital treats an average of 40,000 patients a year, Ms. Loeb said, and treated 44,000 in 2023.<\/p>\n\n\n\n<p>She said there are a lot of \u201creally good jobs\u201d available to local high school graduates, and room for growth \u2014 citing an employee who began in housekeeping and is now working in the hospital\u2019s radiology department.<\/p>\n\n\n\n<p><strong>Second Home Market Growing<\/strong><\/p>\n\n\n\n<p>Real estate veteran Ike Israel said that rising prices and high interest rates are fueling a transformation of the town into a second home community.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile has-background\" style=\"background-color:#ededed\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ike-Israel-A-1024x683.jpg\" alt=\"\" class=\"wp-image-123008 size-full\" srcset=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ike-Israel-A-1024x683.jpg 1024w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ike-Israel-A-300x200.jpg 300w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ike-Israel-A-768x512.jpg 768w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ike-Israel-A.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>\u201cNow you look at the prices in Aquebogue, Jamesport, Calverton, Wading River, and they\u2019re very out of reach for local families to be able to afford to live in those communities,\u201d he said, adding that he\u2019s seen Wading River <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/11\/122958\/real-estate-transfers-nov-14-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">houses selling<\/a> for more than $1 million.<\/p>\n<\/div><\/div>\n\n\n\n<p>Mr. Israel said a year-round community in Riverhead is vital to its overall success.<\/p>\n\n\n\n<p>\u201cI\u2019ve seen people who are commuting all the way to New York City two or three days a week, but still choosing to live here and raise their families here. On the flip side, I\u2019ve seen a lot of houses that had year-round local residents turned into second homes. And all this plays a factor on our commercial districts, restaurants, downtown, Route 58.\u201d<\/p>\n\n\n\n<p><strong>Public Safety<\/strong><\/p>\n\n\n\n<p>Riverhead <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/09\/122046\/chief-frost-lays-out-priorities-tech-community-outreach\/\" target=\"_blank\" rel=\"noreferrer noopener\">Police Chief<\/a> Ed Frost said that downtown is safe, that violent crime is a tiny fraction of his department\u2019s service calls and that most criminal offenders get rearrested over and over again \u2014 frustrating law enforcement. He described new policing technology and said that better lighting and more cameras are coming to downtown.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile has-background\" style=\"background-color:#ededed\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"533\" height=\"388\" src=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ed-Frost-C-1.jpg\" alt=\"\" class=\"wp-image-123011 size-full\" srcset=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ed-Frost-C-1.jpg 533w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Ed-Frost-C-1-300x218.jpg 300w\" sizes=\"(max-width: 533px) 100vw, 533px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>The chief said that from May to Sept., there were just nine incidents of assault or robbery and in nearly all of them the victim and the aggressor knew each other \u2014 meaning tourists, visitors and residents are not being targeted.<\/p>\n<\/div><\/div>\n\n\n\n<p>Those nine incidents were only a tiny fraction of 973 criminal incidents town wide, he said.<\/p>\n\n\n\n<p>\u201cThat only makes up 9% of my total crime for the whole period \u2026 and if you look at all incidents, criminal and non-criminal, it makes up only 6% of the town wide calls for service,\u201d he said. Mr. Frost also said that cameras are being installed in the parking lot behind Digger\u2019s Ales N\u2019 Eats and that key areas downtown would be getting better lighting soon.<\/p>\n\n\n\n<p>The chief said the department\u2019s new records management system is going to give detectives better mapping power to identify areas prone to crime.<\/p>\n\n\n\n<p>\u201cSo I can direct resources to that area.\u201d<\/p>\n\n\n\n<p>Another of the department\u2019s big challenges is policing in an era of state bail reform, which in 2020 began severely restricting the use of cash bail and jail for misdemeanor or low-level offenses, including shoplifting.<\/p>\n\n\n\n<p>\u201cWe have a lot more repeat offenders that we arrest several times a month. I have one individual that I\u2019ve arrested 14 times since June for various crimes from town code violations \u2026 to larceny and drug possession. They pretty much know it\u2019s a revolving door.\u201d<\/p>\n\n\n\n<p><strong>Agriculture<\/strong><\/p>\n\n\n\n<p>Rob Carpenter, administrative director of the <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/04\/119756\/long-island-farm-bureau-awards-agricultural-honors-at-gala\/\" target=\"_blank\" rel=\"noreferrer noopener\">Long Island Farm Bureau<\/a>, talked about the many challenges facing the farming community in Riverhead and across the North Fork, as well as the town\u2019s limited ability to preserve more land.<\/p>\n\n\n\n<p>Between intense regulation and growing competition, Mr. Carpenter said, local farmers are being forced to adapt in a variety of new ways.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile has-background\" style=\"background-color:#ededed\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Rob-Carpenter-B-1024x683.jpg\" alt=\"\" class=\"wp-image-123012 size-full\" srcset=\"https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Rob-Carpenter-B-1024x683.jpg 1024w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Rob-Carpenter-B-300x200.jpg 300w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Rob-Carpenter-B-768x512.jpg 768w, https:\/\/timesreview-images.s3.amazonaws.com\/wp-content\/uploads\/sites\/3\/2024\/11\/TR-Talks-Rob-Carpenter-B.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>Instead of traditional farm crops like potatoes, \u201cyou\u2019re seeing things such as greenhouses, hops \u2026 controlled environment agriculture, specialty crops, \u2018you pick\u2019 operations and a little bit more retail \u2026 that\u2019s the way that farmers have transitioned to be able to survive.\u201d<\/p>\n<\/div><\/div>\n\n\n\n<p>Mr. Carpenter said that farmers \u201chave to be one of the most heavily regulated industries that I could think of, between the Labor Department, the [Dept. of Environmental Conservation] and [the Dept. of Agriculture and Markets] and local codes. So they face a lot of regulatory pressures on how they farm, and everybody is telling that \u2018we want you to farm this way\u2019, not the way that may be the best for growing your crop.\u201d<\/p>\n\n\n\n<p>Mr. Carpenter said that a global economy means the North Fork\u2019s farmers are competing with not just with international markets, but regional markets as well.<\/p>\n\n\n\n<p>\u201cWe see wines coming in from Chile and Australia that are cheaper than what our growers can produce them for here. Even thinking internally in the United States, farmers compete against farmers in Pennsylvania and Ohio that have lower costs of doing business.<\/p>\n\n\n\n<p>\u201cWith a high minimum wage, high taxes, high land values and high labor costs \u2014 all of that is a big pressure on [local] farmers.\u201d<\/p>\n\n\n\n<p>Mr. Carpenter also urged the community to keep its mind open about agritourism, another way the farming industry is trying to remain viable.<\/p>\n\n\n\n<p>Earlier this year, town officials were met with <a href=\"https:\/\/riverheadnewsreview.timesreview.com\/2024\/09\/121970\/riverhead-board-nixes-agri-tourism-resorts-proposal-from-comp-plan-ahead-of-wednesday-news-conference\/\" target=\"_blank\" rel=\"noreferrer noopener\">fierce opposition<\/a> when they considered a zoning change to allow for agritourism resorts on unpreserved land north of Sound Avenue. The zoning change would have allowed for such resorts on minimum 100-acre plots, provided that 70% of the acreage be preserved for agriculture use in perpetuity with a maximum 30% used for the resort and amenities like restaurants and spas.<\/p>\n\n\n\n<p><strong>Land Preservation<\/strong><\/p>\n\n\n\n<p>Mr. Hubbard took the opportunity to quantify the challenges to farmland preservation, and enunciate the price of failure.<\/p>\n\n\n\n<p>\u201cThere\u2019s about 6,500 acres [in Riverhead] that are under pressure for residential development,\u201d he said, resulting in as many as 3,000 more new homes being built on existing open space or farmland.<\/p>\n\n\n\n<p>He said the cost to purchase the development rights for all the unpreserved land in town would be $385 million, \u201cwith real property taxes increasing about $1,000 a year just to cover the bond.<\/p>\n\n\n\n<p>\u201cIt\u2019s just not possible. Our [Community Preservation] fund does not collect anything near what it would cost to buy this acreage.\u201d<\/p>\n\n\n\n<p>He said that even clustering this development would still result in the same number of new homes \u2014 meaning potentially hundreds of new students in the already overcrowded school district.<\/p>\n\n\n\n<p>\u201cSo the planning department has been working hard to find creative ways to extend opportunities [for preservation] \u2026 this resulted in the concept of an agritourism resort.\u201d<\/p>\n\n\n\n<p>Mr. Hubbard said he thought community outreach for the original proposal was executed poorly.<\/p>\n\n\n\n<p>\u201cIt got unraveled to the public in not such a good PR way, and it wasn\u2019t explained well.\u201d<\/p>\n\n\n\n<p>The supervisor seemed to indicate that a new zoning proposal for agritourism resorts could be on the horizon.<\/p>\n\n\n\n<p>\u201cIf the public understood the development pressure that we are experiencing, as well as the need to be really creative with the [transfer of development rights] program, they might be able to better weigh the pros and cons of a project,\u201d he said. \u201cSo we\u2019re working hard to expand access to information and provide better public engagement, to be really open in our discussions.\u201d<\/p>\n\n\n\n<p><em>Thursday&#8217;s forum was made possible in part thanks to the support of event sponsors Suffolk Security Systems, Big Rock Advisors and Cardona and Company.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The challenges facing Riverhead don\u2019t outweigh the promise of a brighter future \u2014 according to a spectrum of community leaders at a Times Review Talks breakfast panel at The Vineyards at Aquebogue on Thursday morning \u2014 though the challenges are many.
